This is a task force, coalition or committee with a clear governance structure, responsibilities to engage public and private stakeholders, and members that hold each other accountable for carrying out their part of the big picture action plan.

. . . We are a small County (250K population) and I have been in Community-based organizational issues for a long time and have never heard of an over-arching "council" about child/youth welfare. We have a myriad of "special focus" councils (e.g. youth violence & delinquency, H.S. dropout recovery, etc.).
