National Conference of State Legislatures (NCSL) is the leading bi-partisan organization supporting state legislators and legislative staff in all 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. NCSL is an effective and respected advocate for the interests of state governments before Congress and federal agencies. The leadership of NCSL is composed of legislators and staff from across the country.
NCSL’s members rely on its program staff to get information on a range of legislative and policy issues. The volume, range and fragmentation of concerns related to youth, however, are particularly frustrating to legislators. NCSL has been working with the Forum for Youth Investment to explore legislative options for integrating youth engagement into policy across many NCSL areas of expertise: education, adolescent health, juvenile justice, child welfare and transportation. NCSL joined the Ready by 21 National Partnership to help bring policymakers’ perspective to the Partnership, and to bring Ready by 21 ideas and strategies to state policy discussions.
